The tasks of the Consultants on the Appointment of Proprietor Pharmacists

The Consultants on the Appointment of Proprietor Pharmacists advise the Danish Medicines Agency in cases involving licences to run a Danish pharmacy and employment of heads of hospital pharmacies.

The Consultants make statements about whether or not the individual applicant has the competencies needed to run a pharmacy.

The work of the Consultants falls in two areas:

  1. granting of pharmacy licences (attended to by three advisory Consultants, appointed by Pharmadanmark, the Danish Association of Pharmaconomists and the Association of Danish Pharmacies). 
  2. the employment of heads of hospital pharmacies (attended to by three advisory Consultants, appointed by Pharmadanmark, the Danish Association of Pharmaconomists and the hospital pharmacy owners).

Consultants

There are three Consultants on the Appointment of Proprietor Pharmacists.

  • Pharmacist Lisbeth Hein Jakobsen
  • Pharmaconomist Bodil Bitsch Trabjerg
  • Proprietary pharmacist Michael Bobak

Term of Consultants

The threeconsultants are appointed for three year terms with the possibility of reappointment once and are nominated by Pharmadanmark, the Danish Association of Pharmaconomists and the Association of Danish Pharmacies.

Number of meetings

It varies how many meetings are held:

  • The three advisory Consultants who handle pharmacy licences meet with the Danish Medicines Agency when applications to fill vacant pharmacy licences are to be reviewed. The meetings are usually held at the Danish Medicines Agency.
  • The three Consultants who advise the Danish Medicines Agency when heads of hospital pharmacies are to be employed submit their written recommendation to the Danish Medicines Agency.

The rationale behind composition of professional groups/interests

The Consultants on the Appointment of Proprietor Pharmacists reflect professional groups that typically work in a pharmacy. This is to ensure that the Danish Medicines Agency can combine its knowledge about the applicant with external knowledge in connection with the granting of pharmacy licences and employment of heads of hospital pharmacies.

Appointment of Consultants

The Consultants are appointed by the Danish Minister for Health upon nomination by Pharmadanmark, the Danish Association of Pharmaconomists, the Association of Danish Pharmacies and the hospital pharmacy owners. The hospital pharmacy owners nominate one consultant who must be employed at a hospital pharmacy.

A deputy is appointed for each consultant according to the same rules for the appointment of the Consultants.

Requirements for members

When the Consultants are appointed, importance is attached to their knowledge of and practical experience with the pharmacy sector to ensure that they have the necessary qualifications to assess the professional, operational and managerial competencies of applicants.

Declaration of interest

The members must fill out and sign a declaration of interest form to be submitted to the Danish Medicines Agency.

On their own initiative, the members must fill out and sign a new declaration if what they have previously declared changes. New declarations must be submitted to the Danish Medicines Agency.
 
Consultants must not participate in the processing of a case if he or she has a personal interest in the outcome of the case, or if there are any other circumstances which could question his or her impartiality.

Consultants must inform the Danish Medicines Agency of any potentially conflicting interests before the review of an application begins. The Danish Medicines Agency decides if the consultant should be allowed to review the application submitted to fill a vacant licence, or if a deputy should be called in.

If a member has a conflicting interest, he or she must leave the room during the processing of the case concerned. The concerned member does not participate in reviewing the applicant in the case concerned.

Confidentiality

The Consultants are bound by professional secrecy regarding the confidential information they gain knowledge of as part of their work.

It is the responsibility of the individual consultant to ensure that the material the consultant receives as part of his or her work is not disclosed to third parties.

Meeting procedure

When new heads of hospital pharmacies are to be employed, the Danish Medicines Agency collects written assessments from the Consultants.

When the Danish Medicines Agency is to review applications to fill a vacant pharmacy licence, it convenes the Consultants. The meeting agenda is discussion of the circulated material. The Danish Medicines Agency chairs the meetings.

Decision-making process

The Consultants have no decision-making power. Their role is to make statements about whether or not the individual applicant has the competencies needed to run a pharmacy.

The Danish Medicines Agency is then responsible for the subsequent review.

Minutes

Minutes are taken at each meeting. The assessment of whether or not the individual applicant is qualified is not recorded in the minutes as it includes personal data.

The Danish Medicines Agency takes the minutes and publishes them on the Danish version of this website.

Participants at the meetings

The meetings of the Consultants on the Appointment of Proprietor Pharmacists are closed to the public.

Absence

The committee members must as far as possible inform the Danish Medicines Agency if they are unable to attend a meeting. If a member is unable to attend a meeting, the Danish Medicines Agency will call in the deputy.

Remuneration

The Consultants receive no remuneration.
